The Himachal Pradesh Institute of Police Studies would be established at Sakoh in Dharamshala to enhance the professional skills of the state police pesonnel. This was revealed by Prof. Prem Kumar Dhumal, Chief Minister, today after he laid the foundation stone of the administrative block of 2nd IRB at Sakoh in Dharamshala, estimated to be constructed at a cost of Rs. 109.30 lakhs.
Chief Minister said that the new Police Institute would be in addition to the existing Police Training College at Daroh near Palampur in district Kangra which would be continuing with the present practice of imparting all round training to the state police personnel, private security agencies and organizations engaged in similar professional services like the state police and security. He said that the new training institute at Sakoh would be equipped with necessary infrastructure to cater to the needs of modern police training facilities. He said that the new institution would be developed on the analogy of Himachal Pradesh Institute of Public Administration and linked with Daroh and Jangalberi police campuses. He said that police training college at Daroh was known all over the country as best training centre for police personnel while the Himachal Pradesh Institute of Police Studies would focus its training programme based upon the sophisticated and modern police training requirements.
Prof. Dhumal said that 121 posts of different categories would be required to be created to manage the new training institute which included 6 gazetted officers and 115 posts of junior officers which would look after the training requirements of the institute. He said that personnel responsible to undertake the responsibility would be efficient trainers have proved their training skills in different level. He said that efforts would be made to upgrade the training skills of the state police personnel besides training them in computer operations, motor driving, traffic management and internal security besides acquaint them with the distress and disaster management skills. He said that some areas in the state were prone to the natural calamities where emergency services were required to deliver relief to the affected people. He said that the police force would be trained to meet such emergencies so that best effort made to deliver relief and rehabilitation in the affected areas. He said that disaster management had emerged the need of the hour and preparations made to meet any such emergencies.
Chief Minister said that police modernization was in progress in the state and modern facilities being created to meet the emerging requirements. He said that besides equipping all the police stations with best communication network the modern office equipments were also being provided to bring efficiency in the functioning. He said that projects valued at Rs. 11.76 crore would be ready to facilitate the police personnel with modern facilities in the state, which included the foundation stone laid of new administrative block at 2nd IRB at Sakoh, estimated to cost Rs. 109.30 lakhs and another foundation stone of SP office building at Kullu to cost Rs. 58 lakhs. He said that seven projects were nearing completion and would be dedicated to the state police in the near future. He said that Dharamshala SP office and 18 staff quarters were being completed at a cost of Rs. 282.89 lakhs, police station building at Pachhad in district Sirmour being completed at a cost of Rs. 63 lakhs, administrative block of the 1st IRB Bangarh, with 45 staff quarters of different categories costing Rs. 436.64 lakhs; barrack, multi-gym training hall and officers mess at Darongarh costing Rs. 77 lakhs; district police control room at Chamba costing Rs. 13.36 lakhs, police stations at Ramsheharand Baddi in district Solan costing Rs. 70 lakhs and Rs. 65.45 lakhs respectively.
Prof. Dhumal said that the state government would continue with police modernization programme. He said that process to carry recruitment to the sanctioned three IRBs which included one exclusive women battalion, would be carried soon with transparency and honouring the merit so that justice was done to the educated unemployed of the state. He said that best law and order conditions were being maintained to secure the life and property of the citizens.
Shri Ashok Sood, Additional Director General of Police, welcomed the Chief Minister and apprised him of the various policing activities. He said that the state police was delivering best services to protect the life and property of the people.
